2026 Water Season Start Dates:
Hooper Irrigation will begin the 2026 Water Season on April 15, 2026.  Unless circumstances change, Secondary Water will begin pressurizing the system on April 16th and 17th, 2026. 
While pressurizing our system, we ask everyone to close their shut off valves that are out by the street.
Secondary Water Schedules and Fines:
Due to the ongoing severe drought conditions, it is imperative that all users make every effort to conserve water. All secondary water users will be limited to 2 designated watering days per week. Watering schedules are assigned based on the last digit of your home address, as follows:
  • Address ending in 0, 1, 2, 3:    Monday and Thursday
  • Address ending in 4, 5, 6:        Tuesday and Friday
  • Address ending in 7, 8, 9:        Wednesday and Saturday
Recommended watering durations are 20 minutes for pop-up sprinklers and 45 minutes for rotor sprinklers.
All water meters will be actively monitored this season, and monthly statements outlining individual water usage will be issued. Compliance with all watering regulations will be strictly enforced, including adherence to assigned watering days, avoidance of excessive watering, and no watering between the hours of 10:00 a.m. and 6:00 p.m.
Violations will be addressed as follows: the first occurrence will result in a courtesy warning; 2nd warning: $250 fine, 3rd warning: $500 fine, 4th warning: $1,000 fine and your water will be turned off for the remainder of the season.
2026 Secondary Watering Permit:
Hooper Irrigation Company is offering Watering Permits for the 2026 water season, available from April 15 through May 31st, 2026, to users owning Class C Shares (pressurized system).
During this period, additional water owned by Hooper Irrigation Company will be available for purchase specifically for permitted uses.
This permit is intended for the watering of newly planted grass (seed) or newly installed grass (sod). Permits will be available for a maximum of 45 days. Upon expiration of the permit, all users shall immediately return to their regulated watering schedule.
Hooper Irrigation Water Right Explained:
Hooper Irrigation holds two types of water rights. The primary and most critical right is associated with the Weber River and operates under a “use it or lose it” provision beginning April 15 each year. The availability of this water is dependent on annual river flow, which can fluctuate significantly based on spring and summer storm activity. As temperatures rise during the summer months, river flows typically decline, reducing the amount of water available.
When river supplies diminish, Hooper Irrigation may supplement with storage water from Echo Reservoir and Willard Bay Reservoir. However, these storage reserves are limited and can be depleted relatively quickly. As a result, Hooper Irrigation relies heavily on its Weber River water right to sustain irrigation operations throughout the season. Due to the severe drought conditions this year, we do not anticipate that river flows will be sufficient to support a full irrigation season.
