Water fee structure (paying monthly versus annually), so here’s a simple breakdown. Water Season Assessments are sent to every customer. As a courtesy, we have offered customers the chance to pay for the Water Season Assessment over a 12-month period. This divides the total for the season assessment to be paid each month. We also offer customers the chance to pay their seasonal assessment with one annual payment. These fees fund the operation, maintenance, and ongoing management of the secondary water system.

All new connections to the secondary water system — including all developments — are required to turn in water shares and pay the applicable connection and meter fees.

Regarding the End of the 2026 Water Season

We’ve seen a lot of frustration and some inaccurate information circulating about the end of this year’s water season, and we want to make sure every stockholder has the real facts—directly from the company.

      The short version:

2026 was one of the most severe drought years in Hooper Irrigation’s history, and our season length reflects that.

Here’s the full picture: Hooper Irrigation water rights and delivery schedule are governed by water availability in the Weber River system, annual runoff, reservoir storage, and the legal requirements tied to our water rights. In a normal year, our season runs roughly April 15 through October 15. In a drought year like this one, the season must be shortened to responsibly manage a limited supply.

Despite the drought, Hooper Irrigation delivered water from April 15 through September 4. Some nearby providers are continuing service until September 15 — but it’s worth looking at the whole picture: Hooper Irrigation started delivering water about a full month earlier than those providers, because we hold an early water right on the Weber River. In 2026, we began service April 15; some neighboring providers didn’t start until May 15.

As temperatures rise and river flows naturally decline through the summer, we lean on storage water from sources like Echo Reservoir and Willard Bay Reservoir. In drought years like this, when reservoirs are not completely filled, our storage water is always cut down from our normal storage water, right?

We’re committed to managing these water rights responsibly and transparently, and every decision on season start/end dates, watering schedules, and restrictions is made with careful consideration of available supply, drought conditions, legal obligations, and the goal of preserving water for all stockholders. We know this was a difficult season, and we’re grateful for everyone’s conservation efforts.

At the beginning of 2023, Hooper Irrigation started constructing a new pump station to service secondary water to West Weber. Hooper Irrigation has serviced flood irrigation water to West Weber for over 100 years, and it was time to expand our Secondary water in that area as well.

Hooper Irrigation Secondary Water will supply new developments and existing homes in this area that would like to connect to our secondary line. This will help homeowners not use their culinary water to irrigate their lawns and gardens.

Hooper Irrigation Company received a grant for the Metering Project from the Utah Division of Natural Resources in 2022. The project was awarded to Lync Construction, and they began working in the summer of 2023 and the project should be completed by the fall of 2024.

Once every service has a meter installed with an antenna, we will be able to read your meter. The goal of having the meters on our secondary services is to show each customer their actual usage, so that we can better conserve water. Studies have shown that after people see their water usage, they better understand how much water is actually needed for their lawn, garden, and other landscapes.
